Will Greenwood make a “run for the border”?
With Mayor Henderson saying that should White River Township seek to self-incorporate Greenwood would enforce the three mile buffer rule which would prevent virtually all the current commercial areas of WRT from being part of the new town or city. What about the west edge of WRT along State Road 37 and the coming I-69 corridor? It could serve as a commercial tax base for a new community, however even that area is not assured of being available for a newly self-incorporated community. Bargersville plans to make an expansion west along SR 144 to State Road 37. That would then allow them to enforce the three mile buffer zone north. With St. Francis announcing a medical facility at Fairview Road and 37, word is that Greenwood is seeking ways to get control of that area. By doing so they also would also gain access to any commercial development along 37 and the future I-69.
To get there Greenwood would make an annexation move down the south side of County Line Road or Fairview Road. Each area contains a number of neighborhoods who could benefit from joining an incorporated area, even a newly incorporated one. These neighborhoods needs street repairs, just for starters, and that takes money. Greenwood has the tax base to “buy off” the residents to get them to agree to annexation. Greenwood’s possible “run for the border” would result in a surrounded residential White River Township. The consequences of an action such as this could be fatal to self-incorporation.
