		<description>I am a citizen who is not directly effected by the reorganization, but I do value &quot;right sized&quot; government. As the guy in the movie said, &quot;National Standards?..we don&#039;t need no stinking national standards!&quot;  Aren&#039;t national standards for police and fire departments just an artificial floor for the cost of municipal services? Isn&#039;t a portion of the cost of meeting national standards simply the cost of &quot;feeling safe&quot; in our risk adverse culture? Shouldn&#039;t national standards be used ONLY as a guideline for locals to set &quot;local standards&quot; that may be higher (more expensive) or lower (less expensive) than national standards?  Setting and publicizing local standards vs national standards would allow voters the ability to make an informed decision about how much &quot;feeling safe&quot; is worth to them.  I&#039;m sure many will agree with the guy in the movie!</description>

		<description>Economies may not exist, but some services cannot be RELIABLY obtained if offered by the county and not a more local provider (Greenwood or Bargersville)....cases in point:  policing and road maintenance.</description>
