		<description>The difference is are they exploring fundamentally new way to organize government and promote efficiencies or simply counting fire hydrants? Are they &quot;merging&quot; Center Grove with Greenwood...meaning just expanding Greenwood to serve more people or are they &quot;reorganizing&quot; and finding ways to deliver services at lower cost for all citizens.

Our concern is that they are simply looking at ways to expand the current structure when the intent of the enabling legislation is to change the way government services are provided.
