Board member shows his frustration
A journalist’s job is to report the news, we do not claim to be journalists, the meetings are covered by journalist and by us. We view our job as providing perspective, we admit it is our perspective and you are welcome, in fact encouraged, to challenge it or comment on it.
Thursday night’s meeting included some comments that took me a while to think through and provide some perspective. I purposefully left them out of the “real time” reporting, and commentary posted Thursday night. After all, we see our purpose as not to inflame but to encourage analysis and participation. I know that at times I have written too quickly (I have lost track of the times I have been “reminded” of that) and in retrospect should have taken more time and revised my comments. We have that luxury; people speaking at public meetings do not. That does not excuse their comments just as it does not excuse mine.
White River Township Board member Joe Acker was present at Thursday’s meeting. When the issue of why no questions about the reorganization plan were raised by the WRT Board Mr. Acker had a simple answer. The White River Board went into this expecting the committee to develop a plan and to present it to the board. The board will wait to see what the committee recommends and will not suggest changes in the plan until presented to them.
He stated that he believes the committee is going too far by dealing with issues such as mosquito control and other things better left to elected officials. He went so far as to state, “That if the final financial plan resembles what was presented at the last Greenwood Common Council meeting the reorganization is dead in the water.” He expressed his opinion that the 16% increase sourced to the Daily Journal is too high. Later he stated he believes a 10% increase is the most that WRT residents would accept for the additional services they would receive through reorganization.
Not a lot of controversy in those statements however, Mr. Acker also stated his opposition to the actions of the town of Bargersville. He went on to state that, in his opinion, the White River Township Board went into this to stop Bargersville from taking control of the township. “Bargersville is a company town” he stated and continued to say that he feels Bargersville is a utility company looking to build subdivision after subdivision and then raise utility rates. Since the municipal utilities in Bargersville are no longer regulated by the state, they can adjust rates as they deem necessary. He continued by stating that his goal is to “stop unregulated growth as we have experienced over the past 15 years.” He believes a well-designed reorganization plan offers that opportunity. Not in any manner did he express support for any reorganization plan that may be presented to the board, he is waiting for the final plan before making a decision.
Mr. Acker also attacked Bargersville’s motives in other ways stating that the community has no retail or entertainment to offer it residents and only exists due to its close proximity to grocery stores, retail stores, and other amenities outside its city limits. Following the meeting, he went on to say that Bargersville would not be able to sustain the newly annexed area, “They are spending money on utilities” but not on roads and infrastructure.
Is he right? Time will tell, the first time will be when the Greenwood Common Council or White River Township board votes on the reorganization plan, if they approve both approve it then the citizens of Greenwood and White River Township will have they say. If majorities of both areas say “yes” then time will tell who made the right decision. Just one more reason you need to be informed and get your friends and neighbors involved as well. Perhaps Mr. Acker and his fellow WRT board members now realize that when you give Greenwood a 4-3 advantage in the reorganization, you lose all say in what’s going on.
Comment made on October 17th, 2009 at 7:52 amIf you look at Bargersville it is not different than the unicorporated areas of WRT. It’s a bedroom comminuty. If the thought is to see a “ma & pa” grocery or deli pop up forget it. Thats ancient history. No one in that community, other than those who controll the cost of property, will make the call on when the chains will start marching in. Most of the Bargersville residence work in Indy, Columbus, Franklin or Bloomington. They shop on their way home from the job, it’s part of the routine. Until a mutual property price is reached, regardless of economic improvements, the chains will stay away. The CVS at Whiteland Rd and 135; I was amazed to say the least. The Bargersville jewel is their water utility company. Is it muni owned or what?
Comment made on October 17th, 2009 at 9:39 amThat gem has the township by the gonads. Sooner or later a major utility will buy it and Bargersville will be independentily wealthy forever. Joe also mentioned the proposed cost of doing business for a new town and his displeasure. I agree. Consider salary increases, increased equipment growth (public service and works). There are other ways to skin a cat.
If Joe Acker’s not happy that Greenwood is just giving us “Greenwood Plus” as a reorganization plan, well, perhaps he should have thought about that before letting Greenwood drive – because by doing so, he voted for “Greenwood Plus” whether he wants to acknowledge it or not.
This is all a done deal anyway – the merger won’t pass both bodies of citizens even if it somehow gets approved by both Greenwood and WRT, Bargersville will keep the land they annexed, and WRT won’t be absorbed into Greenwood. Move now and avoid the rush.
Between putting my tax dollars into a football field they want to give to a bantam football league that’s ineligible to receive the land and their ability to torpedo the future of this merger/reorganization, the WRT Board and Trustee remind me on a weekly basis of why it makes so much sense to get rid of township government.

I have no interest in absorbing an 18% property tax increase in the hope that being part of a municipality will lead to an improved lifestyle. Given the shaky assumptions (outdated population figures, no Bargersville annexations, assessed property valuations–) that of necessity must be built into the property tax calculation, it is hard to feel comfortable about a specific number. could it be higher than 18%?

It’s more like the water/sewer company own the municipality. It is not, as far as I know, owned by the city. It is an independent company providing water and sewer services. However, if you call the city hall the phone will be answered “Bargersville Utilities.” Humm…
I think Joe Acker is right, it’s a “company town” in they same way that villages around coal mining areas were years ago, only they don’t provide as many jobs!
I have personally asked members of the Bargersville Town Council if they would be willing to “take over” (for lack of a better word) the entire unincorporated area of WRT. They simply stated they had no interst in governing any area where they did not control the utilities. So, you tell me, where do their interests lay, with the community or with the company?
Comment made on October 22nd, 2009 at 12:35 amI boarding this out of control freight train way down the tracks however I fail to see any “gains” if you will, by merging with the city of Greenwood. I attended Monday’s dog and pony show and left very unsatisfied with the materials presented and the forum provided. I also get the impression that greenwood stands ready for a hostile takeover of WRT if the merger is not approved. At this point in time, I would be more in agreement for WRT to incorporate! This proposal is far more practicle and make more sense then anything I viewed on Monday evening. If a merger is destined in our future, I’d rather be part of Bargersville than Greenwood any day!
Comment made on December 2nd, 2009 at 11:50 amUnfortunately, I personally approached Bargersville and asked if they would be interested annexing up to County Line Road and was given a flat NO. So, maybe self-incorporation is the way to go. More local control. Smaller government. But, I’m afraid to say, I think in the end the tax rate is going to be the same: We are all going to end up paying 1% of our AV regardless of whether or not we are part of any city or town. The total government structure (schools, fire, library, county, etc.) has simply grown to a point where 1% is a given. At least in my opinion and reading.
