Short answer is no. As you can see in Jody&#039;s post, failure to act means it goes into effect within a year. The only way to kill the proposal is for the citizens to vote it down. And given that I haven&#039;t heard one person who supports the proposal, I think it&#039;s safe to predict it will die at the ballot box.</description>
