Board to meet on revised reorg plan

The White River Township Board will meet Monday, June 14th at 4pm to start the process that should end up with the revised plan being on the November ballot. The meeting agenda calls for the introduction of a Resolution to Amend the Plan of Reorganization for White River Township / City of Greenwood and to a motion to set Public Hearing for consideration of Resolution to Amend the Plan of Reorganization for White River Township / City of Greenwood.

The new plan was presented to the Greenwood Common Council on Monday but has not yet been made publicly available. The revised plan shifts around some dates when Greenwood assumes duties in the township in an attempt to ease the increased taxes. If the measure were to be approved on November 2, the “new city council” would be formed on November 10 allowing them to approve a budget for 2011. Greenwood Police protection and a merger of the fire departments would be delayed until 2012. The “new Greenwood” would work with the county to transition highway maintenance from the to the city before the end of 2011.

Exactly how these actions will affect the cost of the plan, or reduce the tax burden on White River Township residents is not clear. One thing is clear, the Greenwood Council at its meeting on Monday asked that the property tax rate for Greenwood be raised to the maximum amount allowed by the state. That tax increase would cover White River Township residents should they join with Greenwood.

Translation – delay the WRT tax increase at first, and phase it in over time. Like a frog in hot water.

It’s the only thing they can try. The plan is still DOA. Put it on the ballot, let it get voted down, let WRT/Greenwood either try again or go away.
